Horizon is searching for a Legal Counsel to assist our General Counsel in the provision of a broad range of legal services to support the mission and vision of this non-profit organization.  In this in-house counsel role you will complete assigned projects and legal work independently but with support of our General Counsel.  This is an exciting opportunity to have both a work-life balance and a rewarding career.


  • Monitor changes and trends in federal and state laws and regulations and assess potential impact on the organization;
  • Advise senior management on legal matters and recommend appropriate actions to achieve effective and compliant solutions;
  • Develop communications and training materials, and provide training to board members and employees;
  • Provide counsel on laws and regulations impacting the organization and industry, especially those related to:
      • HIPAA, the HITECH Act, fraud and abuse, and physician self-referral and anti-kickback laws,
      • Medicaid and commercial billing, coding, and other reimbursement matters for compliance with government and commercial health plan requirements,
      • Provider and counselor services, licenses and credentialing issues,
      • Patient care, informed consent, medical records/privacy issues, and patients' rights,
      • Business Associate Agreements
  • Maintain and update policies and procedures as required;
  • Report to General Counsel and interact frequently with the Corporate Compliance Officer; and
  • Work with the Corporate Compliance Officer, Chief Security Officer, General Counsel, Privacy Officer and management to investigate and resolve compliance issues

  • Law degree from an accredited law school;
  • Admission to NY Bar preferred;
  • A minimum of 5 years of experience handling a variety of legal issues;
  • Healthcare compliance experience preferred;
  • Excellent time management skills and the ability to manage schedules and priorities effectively;
  • Collaborative and team-oriented;
  • Excellent understanding of basic business and personal computing technology; proficient with all Microsoft Office Products

Location and Hours:
This position is located at our administrative office located at 55 Dodge Road in Getzville, NY, 14068.  We offer flexibility within this role as some remote work will likely become available;

This position is part-time starting at 20 hours a week.  Additional hours may be required from time to time as needed
